Almighty God and Father, we give you thanks for another day you have given us to serve you. You are the source of goodness and mercy, so we pray today that you would touch the minds and hearts of those who lead our great State of Texas. Grant them wisdom and insight to make effective decisions that are for the common good of our state. May they remember that you, O Lord, have appointed them to govern our people. Let them be steadfast, unmovable, and abounding in this work of the Lord, knowing that their governance is not in vain in the Lord. As we walk crooked paths through perilous times, may your light be a lamp unto our feet. May each of us walk together with humility and meekness, forbearing one another in love, keeping the unity of the spirit in the bond of kindness, until we all come into the harmony of faith and the knowledge of God unto a more perfect union, till we are no longer children tossed and carried about by every wind of thinking. Teach us to number our days and apply our hearts unto wisdom. The fear of the Lord is the beginning of wisdom, and unless the Lord builds this house, our governance is for naught. HB 446, A bill to be entitled An Act relating to the criminal consequences of engaging in certain conduct with respect to certain instruments designed, made, or adapted for use in striking a person with a fist.

Amendment No. 1

Representative Tinderholt offered the following amendment to HB 446:

Amend HB 446 (house committee report) on third reading as follows:
(1)  On page 2, line 14, strike "Section 46.01(8), Penal Code, is" and substitute "Sections 46.01(8) and 46.15(c), Penal Code, are".
(2)  Add the following appropriately numbered SECTIONS to the bill and renumber subsequent SECTIONS of the bill accordingly:
SECTION ____.  Section 46.02(a), Penal Code, is amended to read as follows:
(a)  A person commits an offense if the person:
(1)  intentionally, knowingly, or recklessly carries on or about his or her person a handgun [or club]; and
(2)  is not:
(A)  on the person's own premises or premises under the person's control; or
(B)  inside of or directly en route to a motor vehicle or watercraft that is owned by the person or under the person's control.
SECTION ____.  Sections 46.15(d) and (g), Penal Code, are amended to read as follows:
(d)  The provisions of Section 46.02 prohibiting the carrying of a firearm [or carrying of a club] do not apply to a public security officer employed by the adjutant general under Section 437.053, Government Code, in performance of official duties or while traveling to or from a place of duty.
(g)  The provisions of Section [Sections 46.02 and] 46.03 prohibiting the possession or carrying of a club do not apply to an animal control officer who holds a certificate issued under Section 829.006, Health and Safety Code, and who possesses or carries an instrument used specifically for deterring the bite of an animal while the officer is in the performance of official duties under the Health and Safety Code or is traveling to or from a place of duty.

Amendment No. 1

Representative P. King offered the following amendment to HB 347:

Amend HB 347 on third reading by striking the SECTION of the bill adding transition language and substituting the following appropriately numbered SECTION to the bill:
SECTION ____.____. (a) Except as provided by Subsection (b) of this section, the changes in law made by this Act apply only to an annexation of an area that is not final on the effective date of this Act. An annexation of an area that was final before the effective date of this Act is governed by those portions of Chapter 43, Local Government Code, that relate to post-annexation procedures and requirements in effect immediately before the effective date of this Act, and that law is continued in effect for that purpose.
(b)  The changes in law made by this Act do not apply to the annexation of an area for which the governing body of a municipality has adopted a resolution to direct the municipality's city manager to prepare a service plan for the area on or before the effective date of this Act. An annexation of an area for which the governing body adopted a resolution to direct the municipality's city manager to prepare a service plan for the area before the effective date of this Act is governed by Chapter 43, Local Government Code, as it existed on January 1, 2019.

Amendment No. 1

Representative Ashby offered the following amendment to CSHB 1523:

Amend CSHB 1523 (house committee report) by striking page 12, lines 15 through 18, and substituting the following:
Sec. 1001.216. ADVISORY COMMITTEES. (a) The board shall appoint an advisory committee composed of five land surveyors for the purpose of providing advice and recommendations to the board on matters related to the regulation of land surveying.
(b)  The board may not adopt a rule related to the scope of practice of, the professional or technical standards for, or the standards of conduct and ethics for land surveyors before considering advice and recommendations from the advisory committee described in Subsection (a).
(c)  The board may appoint additional advisory committees to provide advice and recommendations to the board on any other matter relevant to the administration of this chapter or Chapter 1071.

Representative Geren offered the following amendment to CSHB 1523:

Amend CSHB 1523 (house committee printing) as follows:
(1)  In ARTICLE 1 of the bill, add the following appropriately numbered SECTION and renumber subsequent sections of that article accordingly:
SECTION 1.____. Section 1071.254(a), Occupations Code, is amended to read as follows:
(a)  An applicant for registration as a registered professional land surveyor must:
(1)  hold a certificate as a surveyor-in-training;
(2)  have as least two years of experience satisfactory to the board as a surveyor-in-training in performing surveying in delegated responsible charge as a subordinate to a surveyor registered or licensed to engage in the practice of surveying in this state or in another state having registration or licensing requirements equivalent to the requirements of this state; and
(3)  [if the application is filed after January 1, 2003,] have earned an associate or [a] bachelor's degree from an accredited institution of higher education that included at least 16 [32] semester hours in a combination of courses acceptable to the board in:
(A)  civil engineering;
(B)  land surveying;
(C)  mathematics;
(D)  photogrammetry;
(E)  forestry;
(F)  land law; or
(G)  the physical sciences.
(2)  In ARTICLE 3 of the bill, add the following appropriately numbered SECTION and renumber subsequent sections of that article accordingly:
SECTION 3.____. Section 1071.254(a), Occupations Code, as amended by this Act, applies only to an application for registration as a registered professional land surveyor that is filed on or after the effective date of this Act. An application for a registration that was filed before the effective date of this Act is governed by the law in effect on the date the application was filed, and the former law is continued in effect for that purpose.
