The invocation was offered by Deacon Ron Walker, Diocese of Austin, Austin, as follows:

Good and loving Father, today, on this holy day, we celebrate the lives of your saints. We recall the story of that third grade schoolgirl who responded to the question of what is a saint by saying that a saint is someone through whom God's light shines. We recall that in response to another question of how God had revealed such a beautiful truth to her, this young girl recounted that she sees the saints come alive as she sits in her church and sees the light that comes through those windows.
Dear God, let your light shine through this assembly of legislators today and always. Keep their minds, hearts, souls, and intentions directed toward the goal of becoming a window through which your goodness, holiness, and mercy may shine. We thank you for your presence in our lives and for allowing us to know that you are truly present. We acknowledge that we come to know you more intimately as we bless and serve the poor; when we are meek and humble; when we truly hunger for righteousness; when we show mercy; when we live with clean hearts; when we work for peace; and when we suffer for your sake. Your presence is the summit and the entirety of all that we seek from you. Be merciful on us, O Lord, as we ask this of you and ask for the prayers of your saints. With humble and contrite hearts we are forever and faithfully yours.

The chair laid before the house and had read the following special messages by the governor:

TO THE SENATE AND HOUSE OF REPRESENTATIVES OF THE EIGHTY-EIGHTH TEXAS LEGISLATURE, THIRD CALLED SESSION:

WHEREAS, the people of Texas through their state constitution have placed in the hands of the governor the power to call and set the agenda for special sessions of the legislature; and

WHEREAS, pursuant to a gubernatorial proclamation issued on October 5, 2023, the members of the 88th Legislature have convened in a Third Called Session to consider the subjects designated in that proclamation;

NOW, THEREFORE, I, GREG ABBOTT, Governor of the State of Texas, by the authority vested in me by Article III, Section 40, and Article IV, Section 8, of the Texas Constitution, do hereby present the following additional subjects to the 88th Legislature, Third Called Session, for consideration:

Legislation relating to primary and secondary education, including the establishment of an education savings account program, the certification, compensation, and health coverage of certain public school employees, the public school finance system, special education in public schools, measures to support the education of public school students that include certain educational grant programs, reading instruction, and early childhood education, the provision of virtual education, and public school accountability.

Legislation related to school safety measures and related state funding mechanisms.

NOW, THEREFORE, I, GREG ABBOTT, Governor of the State of Texas, by the authority vested in me by Article III, Section 40, and Article IV, Section 8, of the Texas Constitution, do hereby present the following additional subject to the 88th Legislature, Third Called Session, for consideration:

Legislation to provide additional funding for border security operations, including paying for additional overtime expenses and costs due to an increased law enforcement presence to preserve public safety and security in the Colony Ridge development in Liberty County, Texas.

MOMENT OF SILENCE OBSERVED

REPRESENTATIVE HOLLAND: This evening we honor the life of Angela Elizabeth Oliverson Pinto, the sister of our dear friend, colleague, and my wingman and classmate of 2017, Dr. Tom Oliverson. Angela was passionate about her education, the arts, and her faith. She excelled academically, earning magna cum laude in psychology from Sam Houston State University. Angela's creativity knew no bounds. Her impact reached across continents, inspiring minds and fostering connections.
On October 12, 2023, Angela left this world, finding peace with Jesus Christ. She leaves behind a legacy of love survived by her husband, parents, and her brother. As we mourn with the Oliverson family, let us celebrate Angela's vibrant life—a life lived with passion, dedication, and boundless love. May her memory inspire us to embrace diversity, pursue our dreams, and cherish those around us. Please join me in a moment of silence to honor Angela's life.
