ADDRESS BY REPRESENTATIVE GOLDMAN

The chair recognized Representative Goldman who addressed the house, speaking as follows:

Members, as you all know last night there was an incident here at the Capitol. The good news is the patient is doing well today. I want to recognize Dr. Oliverson, Dr. Bonnen, and I heard Nurse Howard was there as well. Mr. Leach was down there texting the moment it happened. Of course, the three of them ran down and did exactly what their training had them do. DPS, thank you very much to them as well who were down there. This morning, we are glad to report the patient is doing well. But there's no question with DPS being there, and Dr. Bonnen, Dr. Oliverson, and Nurse Howard, that he's here today because of them. So the recognition goes to them.

The chair recognized Representative Leach who addressed the house, speaking as follows:

I appreciate Chairman Goldman's remarks. I do just want to clarify for the record that I wasn't just standing there texting. I was the first one there and was able to text Dr. Oliverson and Dr. Bonnen, and I just want to make very clear for the record for members to understand our friend Mr. Pitts was gone and God miraculously and providentially used the hands of Dr. Bonnen and Dr. Oliverson to bring him back to life. There's no question.

REMARKS ORDERED PRINTED

Representative Leach moved to print remarks by Representative Goldman and Representative Leach.

The motion prevailed.

SB 3 - STATEMENT OF LEGISLATIVE INTENT

REPRESENTATIVE RAYMOND: Chairman, thank you. During the last special session you were kind enough to confirm the legislative intent on HB 6 with respect to border mapping as part of the construction costs, and I wanted to just take a moment to confirm that intent for SB 3 as well.
SB 3 appropriates funds for the construction, operation, and maintenance of border barrier infrastructure as well as for border security operations. Is it your intent that any three-dimensional mapping or imaging the state needs to account for elevation, canopied areas hidden by trees, flood risks, et cetera along the border will be included as permissible uses of these funds?

REPRESENTATIVE JETTON: Yes, that's my understanding.
