Honorable members of this distinguished house, I want to express my sincere gratitude for the privilege of standing before you today. Thank you for the invitation to offer this invocation as you begin the work entrusted to you by the people of Texas. As public servants, you recognize that the great State of Texas does not exist for us but rather you exist to serve its people, upholding justice, preserving liberty, and ensuring a future of hope and prosperity for all. Let us pray.
Almighty God, creator of heaven and earth, sovereign over all the nations, and the author of wisdom, we come before you today in humility, seeking your divine guidance and blessing upon this legislative body. Lord, we lift up these leaders whom you have placed in positions of authority. May they walk in integrity, govern with wisdom, and legislate with justice and righteousness. Grant them hearts of humility and discernment that they may seek not their own interests but the welfare of the people they serve.
Dear heavenly Father, as the city of Lubbock is highlighted today, we thank you for the values of faith, family, and freedom that have long shaped this community and our entire state. As Lubbock stands as a testament to our shared values, we pray for all communities across our great state. May each city across Texas continue to be a beacon of hope, where truth is upheld, life is cherished, and your name is honored.
Holy Spirit, we invite you into this chamber today. May your presence bring unity where there is division, clarity where there is confusion, and strength where there is weariness. Let these men and women lead with courage and conviction, defending what is good and standing firm against what is evil. We pray that Texas will remain a shining city on a hill, a land of opportunity and blessing, where faith and freedom flourish. May this state continue to be a stronghold for righteousness and a refuge for those seeking justice and prosperity.
And now, Lord Jesus, we entrust this session and the work of these leaders into your hands. May all they do be for your glory and for the good of the people they serve. We ask these things with humble hearts and sincere purpose. We ask this in the mighty and matchless name of our Lord and savior, Jesus Christ. God bless America, and may God continue to bless the great State of Texas. Amen.

REASON FOR VOTE

Representative Leo Wilson submitted the following reason for vote to be printed in the journal:

Each of the record votes I cast to approve a Senate Concurrent Resolution for adjournment longer than three days was in response to a formal request from the Texas Senate, not the house. These breaks were requested so that committee work and legislative preparation could take place.
It is also important to understand that, under the Texas Constitution, the house is limited in what it can consider during the first 60 days of session, unless four-fifths of the members vote to suspend the rules. We did not have the votes necessary to suspend the rules during those early weeks. In addition, the governor did not release his emergency legislative priorities until February 2, 2025, which further limited the legislation that could be taken up during that period.
It is important to set the record straight. Even when we approved these adjournments at the senate's request, house members, including myself, were hard at work.
The legislative process does not only happen on the house floor. During these early months, I spent many hours meeting with constituents, stakeholders, and advocates to develop and refine the legislation I intended to pass. It takes significant behind-the-scenes work to get a bill to the floor, and that work does not stop when the chamber is not in session.
Just because your county commissioner is not in court does not mean they are not working. In the same way, I spent countless hours in my office during what many called "long weekends," doing the work that the people of Chambers and Galveston Counties elected me to do. Legislative service includes research, negotiation, and advocacy, much of which takes place outside of public view but is essential to passing effective policy.
