HR 475 - INTRODUCTION OF GUESTS
The chair recognized Representative C. Morales who introduced representatives of the Chicano Squad of the Houston Police Department, speaking as follows:
Today, we honor the Chicano Squad of Houston, a group of officers who changed law enforcement in Texas. On the dais behind me are José Selvera Jr., Raymond Gonzales, Cecil Mosqueda, and U.P. Hernandez—men who stepped up when their community needed them most.
In 1979, when violent crimes against Latinos were going unsolved, these officers were chosen to investigate. They had no formal investigative training, but they had something more important: they spoke Spanish. That ability allowed them to gain trust, break barriers, and solve cases that others had ignored for too long. But it wasn't just about language; it was about determination. They were committed to proving themselves, working tirelessly to bring justice to a community that had been left behind. Their efforts led to an astounding 91 percent clearance rate in their first year alone.
Their dedication came at a cost. Many sacrificed time with their families, working long hours to solve cases and build trust. And yet, for years, their story was forgotten—almost lost to history. These humble men never saw themselves as extraordinary. It wasn't until one of our very few Latino council members decided to recognize them at city council, under the leadership of then-mayor and recently passed Congressman Sylvester Turner, that they finally received a proclamation 40 years after their first day on duty. Today, their contributions are permanently recognized in the Houston Police Department history museum.
But their impact didn't stop there. Their visibility and contributions helped change the diversity of the Houston Police Department itself. Because of them, HPD now better reflects the demographics of our city, and many Latinos were inspired to join the police force. They not only solved crimes; they helped calm tensions between the Latino community and the police, building a foundation of trust that continues today.
Thanks to the efforts of many, including José Selvera's son, Sergio, their story is now being told through a documentary series and a podcast. Members can find more information on their desks, and I encourage everyone to watch and listen.
Please join me in recognizing these extraordinary officers and their lasting impact on Texas.
