MOMENT OF SILENCE OBSERVED
Representative Bumgarner addressed the house, speaking as follows:
Late Sunday night, Denton County Commissioner Bobbie Mitchell and her husband, Fred Mitchell, were brutally attacked in their home in Lewisville. Both Bobbie and Fred were critically injured in the attack. The Lewisville Police Department quickly responded to the scene, provided medical assistance, and apprehended the suspect. Unfortunately, Fred is no longer with us. Denton County is shaken. One of our pillars has been knocked down.
The old saying goes that behind every strong man is a very strong and independent woman. Well, in this case, it was flipped. Fred was Bobbie's rock. They had been married for 54 years. Fred has proudly stood beside Bobbie as she broke countless barriers in Denton County. She has been a public servant since as long as I can remember—since I was in grade school. She became a county commissioner in 2000, and she was a mayor and councilwoman in Lewisville, Texas—grew up in Lewisville, Texas—both of them did. The loss of Fred is going to be felt in our county for a very long time. And Bobbie is doing better. She's in the ICU, and we are praying that she makes a full recovery. But we need thoughts and prayers, and we need to know that God will prevail in this instance—that he will give us our spiritual guide back. That is what Bobbie Mitchell is—she is our spiritual guide in our county.
Representative Hayes addressed the house, speaking as follows:
Fred and Bobbie Mitchell were pillars in Denton County. Bobbie served as mayor of Lewisville for many years and then became a county commissioner—for 25 years she has served. You know, we meet good people in our lives, but this was a great couple. And you know how it is—every now and again, you are around someone, and they make you a better person. That is how Fred and Bobbie Mitchell were. And it is because of their large hearts, their love of God, and their love of family that they met this tragic event, trying to help a grandson who had mental health issues, drug issues. They took him into their home. Something went wrong early Monday morning, and, enraged, he attacked Fred; he attacked Bobbie. And as you know, Fred did not make it. Bobbie's heart was punctured—extensive surgeries. She is recovering—she will recover. But as you go through your day today, I ask you to think about those that are around you that make you a better person. Tell them thank you. Tell them that you love them.
Representative Little addressed the house, speaking as follows:
For those of you who have not had the chance to meet Ms. Mitchell—who is the first Black, female mayor of the City of Lewisville—she is kind of a spiritual rock in our county. Basically every event I ever attend, she usually gives the invocation and gives it vibrantly. She is suffering on a number of fronts, as you can imagine—physically, spiritually, emotionally. Also, having to deal with the trauma of having your family torn apart and the complications that go along with that. And I would just like to say a short prayer in her honor.
Lord Jesus, we just—I just ask that you would give Ms. Mitchell and her family refuge in the shadow of your wings, Lord. I pray that she would feel your feathers, God. Lord, you are a mighty tower and a strong refuge. You are a good and loving God. Lord, in the midst of this, when we do not know what to say, your Holy Spirit intercedes on our behalf with "groanings too deep for words"—is what your word says. I know that your word is very powerful and dominant in Bobbie's life. Lord, I pray that you would make your compassion, your peace, and your security known to her as she heals. And as we heal and grieve alongside her, Lord, you attend to our every need. Your word says by your stripes, we are healed, and we ask you to bring healing not only to Bobbie but to our county. In Jesus' name. Amen.

Representative Hinojosa addressed the house, speaking as follows:
I didn't want the day to pass here in the Texas House without taking a moment to pause and recognize the incredible contribution of our spiritual and religious leader, Pope Francis, who passed away the day after Easter. It was almost a gift to followers to have his passing be the day after Easter because it reminded us of the solemnity of Easter in a world that goes too fast and that is too loud. It made a lot of us pause to remember what really matters.
He was a beloved pope, Pope Francis. He gave preference to the poor. He lived a life of poverty. He was the first since the 1800s to actually take a vow of poverty. He didn't wear the red shoes. He will be buried in a simple wooden coffin.
He shunned politics in favor of seeing the human being in everybody. He was known for five famous words: Who am I to judge? Because he saw the value in all of us. And I think it is fitting that all of us take a moment to recognize his life and his contribution. He valued discernment above ideology because he knew the power of the Holy Spirit. Our work here is about discerning what is right, what is in the interest of Texans, and what is in the interest of everyone we serve. And I would like to take a moment to recognize him. Que descanse en paz, Pope Francis.

(2) other nutrition support services provided to a recipient for a limited duration, as the commission determines, in coordination with nutrition counseling and instruction.

Amend CSHB 121 (house committee printing) by adding the following appropriately numbered SECTIONS to the bill and renumbering subsequent SECTIONS of the bill accordingly:
SECTION ____. Section 38.004(a), Education Code, is amended to read as follows:
(a) The agency shall develop a policy governing the reports of child abuse or neglect, including reports related to the trafficking of a child under Section 20A.02(a)(5), (6), (7), or (8), Penal Code, as required by Chapter 261, Family Code, for school districts, open-enrollment charter schools, and their employees. The policy must provide for cooperation with law enforcement child abuse investigations without the consent of the child's parents if necessary, including investigations by the Department of Family and Protective Services. The policy must require each school district and open-enrollment charter school employee to report child abuse or neglect, including the trafficking of a child under Section 20A.02(a)(5) or (7), Penal Code, in the manner required by Chapter 261, Family Code, except that a school district or open-enrollment charter school employee must make the report to both the Department of Family and Protective Services and a local or state law enforcement agency if the report is based on evidence that a person engaged in misconduct described by Section 22.093(c)(1)(A) or (B). Each school district and open-enrollment charter school shall adopt the policy.
SECTION ____. Section 261.103, Family Code, is amended by amending Subsection (a) and adding Subsection (d) to read as follows:
(a) Except as otherwise provided by this section [Subsections (b) and (c)] and Section 261.405, a report shall be made to:
(1) any local or state law enforcement agency;
(2) the department; or
(3) the state agency that operates, licenses, certifies, or registers the facility in which the alleged abuse or neglect occurred.
(d) Notwithstanding any other provision of this section, an employee of a school district or open-enrollment charter school who is required to make a report of child abuse or neglect that is based on evidence that a person engaged in misconduct described by Section 22.093(c)(1)(A) or (B), Education Code, must make the report to both the department and a local or state law enforcement agency.

CSHB 3700, A bill to be entitled An Act relating to the prevention, detection, and investigation of fraud, waste, and abuse in programs administered by the Texas Workforce Commission or by the commission's contractors or grantees.
Amendment No. 1
Representative Luther offered the following amendment to CSHB 3700:
Amend CSHB 3700 (house committee report) as follows:
(1) On page 1, strike lines 21 through 24, and substitute the following:
(3) methods for a person to report to the commission fraud, waste, or abuse in the delivery of programs described by Subdivision (1), including an option for:
(i) reporting through the commission's publicly available Internet website; and
(ii) anonymous reporting by an employee of the commission.
(2) On page 2, between lines 5 and 6, insert the following:
(c) Not later than September 1 of each year, the commission shall submit to the legislature a written report that includes for each report of fraud, waste, or abuse in a program described by Subsection (a)(1) received by the commission under this section in the most recent calendar year:
(1) a copy of the report;
(2) any findings made by the commission in investigating the report; and
(3) if fraud, waste, or abuse was found in investigating the report, any actions taken by the commission to resolve the matter.
(d) The commission may not terminate or otherwise retaliate against an employee who in good faith reports to the commission under this section fraud, waste, or abuse in the delivery of programs described by Subsection (a)(1).
SECTION 2. The Texas Workforce Commission shall submit the initial report required by Section 301.201(c), Labor Code, as added by this Act, not later than September 1, 2026.
(3) On page 2, line 6, strike "SECTION 2" and substitute "SECTION 3".
