Representative Patterson moved that the house grant permission for all committees and subcommittees to meet while the house is in session, pursuant to their committee postings or recess motions. For purposes of this motion, committees and subcommittees scheduled to meet or reconvene today upon final adjournment or recess or during bill referral if permission is granted are authorized to convene upon adoption by the house of today's adjournment motion.

PARLIAMENTARY INQUIRY

REPRESENTATIVE TINDERHOLT: If a member of this body offers an amendment to a bill, then votes the next day to keep that amendment on third reading, and then goes and registers a no vote on the amendment they offered, does it actually exist? Does the amendment actually exist?

CHAIR (Landgraf in the chair): Mr. Tinderholt, that is not a proper parliamentary inquiry. And the reason why is because that business is not before the body at this time.

TINDERHOLT: So we have a conference committee happening on SB 17. And due to the fact that that is happening right now and there's a conference committee, the individual that offered the amendment pulled—basically, essentially, wrote that they should have voted no on their own amendment after it passed. Is that conference committee actually necessary? Does that amendment exist, or is there some full circle that happens when they say no to their own amendment that they could have pulled? Does that amendment exist, and is that conference committee necessary for SB 17?

CHAIR: Mr. Tinderholt, that business is not before the house at this time, and accordingly, your parliamentary inquiry is not proper at this time.

REPRESENTATIVE SHAHEEN: Can the members look at the journal to see whether, in fact, I had changed my vote to no?

CHAIR: Mr. Shaheen, that is not a proper parliamentary inquiry.

SHAHEEN: Thank you, Mr. Speaker, for answering that. Because I think if the members check the journal, they'll say that Mr. Tinderholt's representation is inaccurate. Thank you.
