MEMORIAL RECOGNITION

The chair recognized Representative Martinez Fischer who addressed the house, speaking as follows:

I rise to bring up a previously adopted resolution, HR 1039, honoring the life of Arthur Teneyuca Moreno. I think these resolutions are always hard for us. We do them all the time to recognize constituents and loved ones. But sometimes we have those resolutions that not only impact our lives in our districts but also impact our lives here at the Capitol.
Mr. Moreno was a fixture here at the Capitol. He grew up on the south side of San Antonio, he traveled the world in the United States Navy, and he worked for four gubernatorial administrations at the General Land Office and at the Texas Department of Health. He was the founder of the National Hispanic Institute, and we honor him. He is the typical San Antonio family man that lived his life with love, honor, and service. And so there's no better way that we can honor him today than by acknowledging his accomplishments and also showing our respect and our admiration for his family that are here in the north gallery.
You will know some of these members because they're very involved in our Capitol work. If you are on Human Services or Public Health, you have probably seen these power women at the Capitol. And they also have a son-in-law—who is very active in the energy space—from the Dallas area. So let me first recognize, in our north gallery, Gloria Mayo-Moreno. Ms. Moreno worked at the Capitol before continuing in government relations as the director of GR for the Texas Department of Health and then finishing her career working and advocating for nonprofit organizations. She is joined by her daughter Victoria Herrera. Victoria is a fixture in San Antonio, and you all know that her husband, Jorge Herrera, is very active in our community and is a business leader back home. Also joined by their child—Mr. Moreno's grandchild—Ilan Herrera, who is a graduate of Central Catholic High School and who will be attending—I believe it's Boston University or Boston College this fall. We're very proud of him. We also have Leticia Caballero, who is a daughter. She is in the health care space as well, working with assisted living. We have Frank Caballero. We have Sara Caballero, a grandchild. We have another daughter, Gabriela Saenz, who is a senior VP for Christus Health. We know Christus very well in San Antonio and throughout the state. We're also joined by his son-in-law Aaron Saenz of Atmos Energy; grandchild Mateo Saenz; and Tomas Saenz, another grandchild.
Members, I appreciate—we had a late night. I know we're all here, but I appreciate you showing your respect and reverence. I know the members of the Bexar County Delegation honor the life of Mr. Moreno and his family, and we want to show our appreciation for all that he did and the service that continues through his family and his grandchildren.

MEMORIAL RECOGNITION

The chair recognized Representative Flores who addressed the house, speaking as follows:

Today, I stand here to commemorate the remarkable life of my oldest sister, Maria Teresa Flores Cavazos, who passed away on May 9, 2025, at the age of 83. My sister Maria Teresa, or Mary T, was born in 1942 in Laredo and was the oldest of nine siblings. She was a cherished mentor to all her younger siblings, especially me, the youngest of the nine. Tita was the first college graduate in our family. She earned her bachelor's degree from Incarnate Word College in San Antonio, Texas, and later taught math and science at Ursuline Academy, Laredo Junior College, and Laredo Martin High School. As a math teacher, she had a passion for education, which she worked hard to instill in her younger siblings, including me.
My sister lived a fulfilling and vibrant life. She adopted Monterrey, Mexico, as her hometown and filled her days painting, gardening, decorating, dressmaking, and, of course, raising her kids. She was a generous host, who loved to entertain her many friends. Maria Teresa married the love of her life, Jesus Cavazos, in 1966. They had four children: Jesus, or Chuy; Maria Teresa; Leticia; and Patricia—and, later, four wonderful grandchildren. Her children and grandchildren were the joy of her life. My sister always found guidance in her strong faith. She engaged in countless deeds and helped establish a home church in Monterrey—Nuestra Señora Reina de Los Ángeles—where she served as a Eucharistic minister and lector. My siblings and I will always miss our oldest sister, Tita, dearly and deeply but take comfort in the joy and love she brought into the lives of all of us that she leaves behind. To my big sister Maria Teresa Flores Cavazos, I love you and miss you so much. And to her husband, children, and grandchildren: I'm sorry about the loss of your beloved wife, mother, and grandmother.
Members, you did not have the privilege of knowing Tita. She was diagnosed with early-onset Alzheimer's more than 20 years ago, and she succumbed to her disease after a courageous and valiant fight. I sincerely thank all of you for the support you have provided and to programs that help treat and prevent this disease that afflicts so many. Thank you. And my sisters are somewhere in the gallery—I don't know—but I just want to thank them for being here and celebrating the life of my sister Maria Teresa Flores Cavazos.
