	CAPITOL PHYSICIAN The speaker recognized Representative Morrison who presented Dr. F. L. Merian of Victoria as the "Doctor for the Day." The house welcomed Dr. Merian and thanked him for his participation in the Physician of the Day Program sponsored by the Texas Academy of Family Physicians. 	The following resolution was laid before the house: HR 23, Honoring the Bynum Independent School District and welcoming the district's visiting delegation to the State Capitol. HR 23 was read and was adopted without objection. HR 43 - ADOPTED (by Hochberg) Representative Hochberg moved to suspend all necessary rules to take up and consider at this time HR 43. The motion prevailed without objection. The following resolution was laid before the house: HR 43, Honoring Dr. Michael E. DeBakey for his pioneering medical inventions and surgical achievements. HR 43 was read and was adopted without objection. On motion of Representative Woolley, the names of all the members of the house were added to HR 43 as signers thereof. INTRODUCTION OF GUESTS The speaker recognized Representative Hochberg, who introduced Dr. Michael E. DeBakey, Dr. Ralph Feigin, president of the Baylor College of Medicine, and Daniel Arnold, chairman of the board of the Baylor College of Medicine. Dr. DeBakey addressed the house briefly. HR 39 - ADOPTED (by F. Brown) Representative F. Brown moved to suspend all necessary rules to take up and consider at this time HR 39. The motion prevailed without objection. The following resolution was laid before the house: HR 39, Recognizing the participants in the TALL VI class of the Texas Agricultural Lifetime Leadership program. The following resolution was laid before the house: HCR 27 WHEREAS, The Legislature of the State of Texas is proud to pay tribute to the men and women of our armed forces, whose unflinching bravery and



	willingness to serve have guaranteed the precious freedoms enjoyed by all Americans; now, therefore, be it RESOLVED, That the House of Representatives and Senate of the 76th Legislature of the State of Texas meet in Joint Session in the Hall of the House of Representatives on Tuesday, February 16, 1999, at 11 a.m.; and, be it further RESOLVED, That the Honorable George W. Bush, Governor of the State of Texas, be, and is hereby, invited to address the Regular Session of the 76th Texas Legislature in Joint Session at that time; and, be it further RESOLVED, That February 16, 1999, be declared Military Appreciation Day at the State Capitol and that the top commanding officers from the active military bases in Texas be invited to the State Capitol on that day to be recognized by the legislature; and, be it further RESOLVED, That each base select a "Soldier, Sailor, or Airman of the Year" and that they be invited to attend Military Appreciation Day at the State Capitol to be recognized by the legislature; and, be it further RESOLVED, That the members of the Texas Strategic Military Planning Commission also be invited to attend and be recognized on Military Appreciation Day at the State Capitol.
