The invocation was offered by Dr. Bruce Webb, pastor, Central Baptist Church, Jacksonville, as follows:

Lord, here I am standing in the house of representatives of the great State of Texas. Praying in front of all these important, successful, and influential legislators! But something tells me you're not all that impressed. Just the invitation to be a guest in this place tempts me to get the "big head." I pray you might rescue these good people from that kind of self-inflated smallness.

Our Father, we all know what does impress you. To do justice, to love kindness, and to walk humbly before our God. You want men and women in churches and in government who, as my Mama Clara used to say, "won't get too big for their britches."

Help us to honor the simple lessons we learned from growing up in a state like this one, with God-fearing parents, who knew what it was to work for prosperity and who fought for the freedom we now enjoy-who taught us the integrity of a "handshake deal," straightforward honesty, unselfishness, compassion for those in need, personal responsibility, and respect for all. Help our state be a very needed example to the rest of our nation of good and decent government, which empowers and inspires the best in its people.


I thank you, Lord, for the service these men and women give. They carry the weight and responsibility of an entire state on their shoulders. Bless them and their families with health and peace. Amidst all the many voices calling out to them, help them hear you. Give them both the wisdom to know what is right, and then the courage to do it.

I pray this in the name of the risen Lord, Jesus Christ. Amen.

SECTION 2. Section 11.182, Tax Code, is amended by adding Subsection (f) to read as follows:

(f) If any property owned by an organization receiving an exemption under this section has been acquired or sold during the preceding year, such organization shall file by March 31 of the following year with the chief appraiser in the county in which the relevant property is located, on a form promulgated by the Comptroller of Public Accounts, a list of such properties acquired or sold during the preceding year.

Representative Thompson offered the following committee amendment to HB 1562:

Amend HB 1562 as follows:

(1) on page 1, by striking lines 16-17, and inserting the following:

"SECTION 3. Section 6, Article 1.10D, Insurance Code, is amended by amending Subsection (a) and adding Subsection (e) to read as follows:"


(2) on page 2 by striking lines 8 and 9 and inserting the following:

"(4) a special investigative unit of an insurer, including a person contracting to provide special investigative unit services, or an employee of an insurer who is responsible for the investigation of suspected fraudulent insurance acts.

(e) Information provided herein by an insurer to the insurance fraud unit and/or an authorized governmental agency shall not be subject to public disclosure. The information may be used by the insurance fraud unit and/or governmental agency only for the performance of its duties as described herein. An insurer must exercise reasonable care concerning the accuracy of the information conveyed either to the insurance fraud unit, an authorized governmental agency, other insurers, or other persons or entities."

Amendment No. 2 (Committee Amendment No. 2)

Representative Thompson offered the following committee amendment to HB 1562:

Amend HB 1562, on page 3, by striking lines 19-27 and inserting the following:

Art. 3.97-3. INSURER ANTIFRAUD PLANS. (a) An insurer shall adopt an antifraud plan under this article. The insurer may annually file that plan with the insurance fraud unit. The plan must include:

(1) a description of the insurer's procedures for detecting and investigating possible fraudulent insurance acts; and

(2) a description of the insurer's procedures for reporting possible fraudulent insurance acts to the insurance fraud unit.

(b) If an insurer participating in the STAR or STAR plus Medicaid program [cite], or the state child health plan under Chapter 62, Health and Safety Code, has in place a fraud and abuse plan approved by a health and human services agency, such plan shall be deemed to meet the requirements of this subchapter. If such insurer is required by law to report possible fraudulent insurance acts to a health and human services agency and/or the Office of Attorney General, such insurer shall not be required to also report such acts to the insurance fraud unit.

(c) The health and human services agencies, the Office of Attorney General and the insurance fraud unit shall coordinate enforcement efforts relating to acts covered by this subchapter that occur in relation to state Medicaid program or state child health plan program.
