PROCLAMATION BY THE GOVERNOR

OF THE STATE OF TEXAS

The speaker laid before the house and had read the following message from the governor:

TO THE MEMBERS OF THE SENATE AND THE HOUSE OF REPRESENTATIVES OF THE SEVENTY-SEVENTH TEXAS LEGISLATURE, REGULAR SESSION:

Pursuant to Article IV, Section 14, of the Texas Constitution, I, Rick Perry, Governor of Texas, do hereby disapprove and veto SB 424 of the 77th Legislature, Regular Session, due to the following objections:

SB 424 requires the development of a statewide strategic health plan; however, the specific directions in this bill relate only to border health issues. I concur that these are issues that need the attention of the state. However, effective solutions should also involve the cooperation and the commitment of the United Mexican States. My disapproval of this bill is based upon the limited directives for the development of a strategic health plan and the failure to include a binational approach to developing the plan.

During the next fiscal year the Texas Department of Health will be undergoing a major reorganization. I will direct the department to develop proposals for the development of a state strategic health plan. The collection of the data directed in this bill is already a function of the respective agencies and should continue.

Since you remain gathered in regular session and continue to conduct formal business, I am delivering this disapproval message directly to you along the with the official enrolled copy of the bill.

REMARKS HONORING THE MEMORY OF

REPRESENTATIVE RONNY CROWNOVER

REPRESENTATIVE HARDCASTLE: Thank you, Mr. Speaker and members. I'm going to ask any members of our class of `99 to come stand with me, like we always did our first session, as we do this. We want to take just a minute to do two things. We're not going to do a memorial resolution, we decided that wasn't the way we wanted to do this. We'd like to honor one of our class

members, and one of the new class members for 2001. All of you knew Ronny Crownover was in our class and he didn't get to come back with us this session. Most of you knew how much he influenced all of us the short time he was with us and how much we all enjoyed working with him.

I want to tell you a little bit about Ronny. He was a cowboy, he was a humorist, he was a hippie at times, he loved roping, probably more than anybody else in this house, playing practical jokes, and listening to Bob Dylan. He grew up in West Texas, he was the only one in this house, he told me several times, who could talk through his nose better than I do. The thing that he missed the most in his battle with leukemia, from all of ya'll getting to know him, was the fact that he also had a big scraggly mustache that he cherished greatly, that most of you didn't get to see. And he thought being out in the country and smelling cedar bushes was about as good as it got. But most of all, Ronny was a Texan and he loved this state and he knew the history of this state really well. And he really cherished getting to work in this place and he told me more than once, and several of ya'll more than once, and his staff more than once, that before he came down here, he had a pretty dim view of the people that wrote laws in the State of Texas, as a lot of us that came here did. But after he got here, he had developed the greatest respect for those of us who get to serve, because he finally realized that it was everybody's difference in ideology that made us different, but that most of us did respect the State of Texas.

He served with us, and missed a lot of time with us, because of his battle with leukemia, and he ultimately lost that battle, as all of you know. But in the process of that, he and his family and friends set up the Ronny Crownover Bone Marrow Foundation, and because of Ronny, the charity established in his name has already added over a thousand new donors to the National Bone Marrow Registry. And I'd like to encourage you today, on behalf of the class of 1999, for every one of you to get involved, and then those of you who didn't register while we were doing that here in the Capitol and trying to fight that fight for Ronny, that each one of you would go and take the time to register in the Bone Marrow Foundation. Because the odds are very slim that you'll ever be picked, but if you get picked, the odds are very high that you will save somebody's life. And you can do that in memory of Ronny Crownover and it's a great, noble cause for all of us to get involved in.

Finally, what we'd like to do, is our class would like to honor his spouse, Myra, who stepped into his shoes and took his job representing the district, and has done an outstanding job of representing that district. I know the freshman class of `01 tried to claim her as a member of their class, but we want to claim her as a member of our class because she actually came in with us in a little different role, and came through the interim with us, and got to share with us, and we just wanted to do this to honor Ronny and his memory. His son, Scott, is here with us today, the other three boys couldn't be here. Myra, we love you, we appreciate you, and we're going to keep the foundation going. Thank you, Mr. Speaker.

REPRESENTATIVE MORRISON: Mr. Speaker and members, we thought today on Memorial Day would be a very fitting time to remember Ronny. And as Rick pointed out to us when we were starting in redistricting, if we ever question why we're here, I think if we'll just go out to the Texas Cemetery, sit under that big tree over by where Ronny is, watching all of us, and we will all remember why we're here. That we have added so much, hopefully, to this state, and look at all the people that have given the ultimate sacrifice for us. And we felt like Memorial Day was the right time to remember Ronny and all those before us and all that has been done for the State of Texas by those that are there. So, once again, we just want to remember him and all that he did for our state, and all those that have come before us, and continue on in his memory with doing the foundation and the good work that it has done. And I want to thank all of you for all that you have done, as Rick said, in redistricting and let's continue that memory of Ronny and help all those in their quest.

CROWNOVER: My son is here, Scott, and my other three sons are in Denton, but Linda and Troy Fraser, my dear, dear friends are here, too, so I'm honored by that. Thank you.
