The invocation was offered by Ron Ragsdale, pastor, Westlake Hills Presbyterian Church, Austin, as follows:
O God, from time immemorial, in every culture, in every corner of this earth men and women have called upon your name as they engage in the service of the public good, as they create equitable solutions to seemingly intractable problems, as they work to further the administration of justice in this world. With them we call upon your name.
Again this day we commit our work to you and to our fellow citizens. At eleven o'clock remind us, O God, that we stand before a great cloud of witnesses––those who have gone before us in public service––not only in this great state, but also in every state of our union. We stand in the gaze of those who have gone before. May we draw courage as they look upon us.
At midday as we take our meal may we be reminded of those who most need the services of our government. Help us to recognize the citizenship of all our constituents, especially those of small voice. As we eat our food and think of them, may we experience your wisdom like a fresh rain come upon us.
At two o'clock, when the day feels long and the way forward perhaps feels most conflicted, bring to us like gifts both clarity and compromise. Let us not know one without the other.
And finally, as we close our business at the end of the day, may we feel proud that this day we stood in the vanguard of a great procession extending backward in time, not only in this country but throughout the world, and we did our job well.
Courage, wisdom, clarity, compromise, and even pride. These we ask in your name, O God, and in your name we say Amen.

HB 2 - POINT OF ORDER
Representative Turner raised a point of order against further consideration of HB 2 under Rule 11, Section 2 of the House Rules and Article III, Section 30 of the Texas Constitution on the grounds that the senate amendments are not germane and the bill contains more than one subject.
The speaker overruled the point of order, and submitted the following statement:
Representative Turner raises a point of order against further consideration of HBi2 on the grounds that the senate amendment violates House Rule 8, Sectioni3, and Article III, Section 30 of the Texas Constitution.
HBi2 requires certain tax revenue generated from the passage of HBi3, HBi4, and HBi5 to be dedicated to the reduction of school property tax rates. The house previously sustained a point of order against a senate amendment to HB 2 because it contained more than a single subject. In short, the senate amendment expanded the subject, authorizing the use of the dedicated funds for a second
