The invocation was offered by Rabbi Andrew Marc Paley, senior rabbi, Temple Shalom, Dallas, as follows:
It is an often chaotic and tempestuous world in which we live; uncertainty, fear, doubt, and despair abound. Hope, encouragement, and blessing seem distant and difficult to feel, and yet we know that the Almighty desires exactly that from each of us, each and every day. We know that the struggles to unlock the chains of wickedness and untie the cords of lawlessness are our charge—to be a part of the struggle to let the oppressed go free and to break off every yoke. We know that it is our struggle to banish from our midst the menacing hand and evil speech. We know it is our struggle to offer compassion to the hungry, the needy, the stranger. And when we do, then shall the light of the Holy One shine amid the darkness.
Therefore, O guardian of life and liberty, may these brave men and women of the Texas House of Representatives, these fine examples of courage and compassion from every corner of the great State of Texas, always merit your guidance and protection. Teach them to give thanks for what they have by sharing it with those who are in need. Keep their eyes open to the wonders of creation and alert to the care of the Earth. May they never be lazy in the work of peace and may we, together, honor those who have died in defense of our ideals. Grant these incredible leaders wisdom and forbearance. May they govern with justice and compassion. Help all of us to appreciate one another and to respect the many ways that we may be of service to Texas and to the Almighty. May our homes be safe from affliction and strife and our state be sound in body and spirit. Amen.

Representative Martinez Fischer offered the following amendment to HBi670:
Amend HB 670, second reading engrossment, on page 10, by striking lines 13-23 and substituting the following:
(c)iiNotwithstanding Section 3(b), if the information, document, or item was disclosed or received in violation of a grand jury oath given to either a juror or a witness under Article 19.34 or 20.16, a journalist may be compelled to testify if the person seeking the testimony, production, or disclosure makes a clear and specific showing that the subpoenaing party has exhausted reasonable efforts to obtain from alternative sources the confidential source of any information, document, or item obtained. In this context, the court has the discretion to conduct an in camera hearing. The court may not order the production of the confidential source until a ruling has been made on the motion.

Sec.i33.0111.iiAUTHORIZATION. (a) The department shall develop an authorization statement that allows the parent, managing conservator, or guardian of a newborn child subjected to screening tests under Section 33.011 to authorize the department or a laboratory established or approved by the department under Section 33.016 to retain for use by the department or laboratory genetic material used to conduct the newborn screening tests.
(b)iiAt the time a newborn child is subjected to screening tests under Section 33.011, the physician attending a newborn child or the person attending the delivery of a newborn child that is not attended by a physician shall provide the parent, managing conservator, or guardian of a newborn child a copy of the written authorization statement developed by the department under this section.
Sec.i33.0112.iiSTATEMENT AUTHORIZING RETENTION OF GENETIC MATERIAL. (a) A parent, managing conservator, or guardian of a newborn child may file with the department a written statement authorizing the department or a laboratory established or approved by the department to retain any genetic material related to the newborn screening tests conducted under this subchapter.
(b)iiNot later than the 60th day after the date an analysis of a specimen submitted under Section 33.011 is complete, the department or laboratory shall destroy the genetic material used in the screening tests unless the department receives a written statement authorizing the department or laboratory to retain the material.
